As a Senior Trade Advisor, Kelly combines her wealth of industry knowledge and her broad scope of import/export experience to routinely provide clients with best practice solutions to tackle international trade challenges. Leveraging 15 years in trade compliance advisement, Kelly uses her expertise to assist clients from a wide array of sectors, including oil and gas, aerospace, electronics, automotive, and software to navigate the complex web of government regulations.

Career Highlights

Kelly is well-versed in all aspects of government trade regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Foreign Trade Regulations (FTR), the Office of Foreign Assets Control (OFAC), the Foreign Corrupt Practices Act (FCPA), and Customs import regulations.

Having served as an export compliance manager for a global aircraft manufacturer, Kelly’s wide array of knowledge allows her to efficiently direct companies to craft and implement comprehensive programs tailored to the company’s activities in import and export compliance to include the EAR, ITAR, OFAC, FTR, FCPA, and Customs related regulations. She alleviates the burden for her clients in drafting and improving their compliance manuals and technology control plans (TCPs).

Additionally, Kelly assists with vetting her clients’ trade compliance partners and customers through denied party screenings, as well as ownership and end-use/end-user due diligence. Kelly goes above and beyond in partnership with companies to provide individualized compliance training and ongoing support.

Having been deeply involved in the many facets of the EAR and ITAR export compliance, Kelly provides skilled guidance to companies in the more difficult areas, such as classification (ECCN, ITAR, and HTS), licensing, recordkeeping, part 130 reporting, congressional notifications, Commodity Classification Automated Tracking System (CCATS) and Commodity Jurisdiction (CJ) requests, audits, Voluntary Self- Disclosures (VSDs), and other required trade compliance functions.​

 

Kelly has assisted clients with collecting integral due diligence not only in mergers and acquisitions, but also in relation to compliance with the Committee on Foreign Investment in the U.S. (CFIUS) regulations. Kelly consistently provides valuable guidance to both large corporations and small businesses to ensure their trade compliance activities are in alignment with both the company’s business objectives and federal regulations.
